Is payoneer available for you? As popads also uses it, You can put it directly onto a prepaid maste rcard.

ok i will. but the best would be if someone could tell me how i get a paypal account with faked data( if it is possible at all? ) which i can use for that.
Is it possible for example to receive and pay with an unverified pp account in a country?

no you can't they will block it anyway , paypal are not easy to fool
