Statistics site

Hi all,
I have a statistics site, and each link has table data, with no articles. Each link has a decent SEO title and description. My question is how to rank them? Do I have to add an article to each link? Are meta tags enough? Any link building ideas?

Just like any other site, you have to focus on the intent of your site, to see what are exactly and potentially looking your users.

The fact that it is an statistics sites is irrelevant. Consider that "calculator" sites rank for their purpose, and they don't necessarily need a massive content embed
