It's easy to setup a proxy server.
But for VPN you can use opensource soft for vpn and host in your VPS server but it will cause you management and tech knowledge.
Instead, I recommend you to use Dedicaed Private proxy that will work every where in your PC,Phone, Scirpts etc.
Lastly, If you tell your purpose then i might recommend you something better.

Commercially available ones? Sounds tricky. You might just be better off setting up your own since most commercially available VPNs have their IPs widely known to most services/ platforms. And if not, it won't take long before the IP gets listed as a VPN IP.
