Static Page vs Blog Post for Rankings

I just have a quick question. Lets say you have an ecommerce shop and want to build out content for SEO purposes. Would it be better to have that content in some sort of informational center (e.g. /tips/) on your site or just to tack on a blog (/blog/) and keep that content there?

Does it make a difference?

Had some good results with static pages, but you're not doing yourself a favour if you want to add content afterwards... and content is important, if you keep your site fresh, you'll do better... best to go with a cms like wordpress.
