PPC is tough on a low budget. Google can be tough if you don't have quality landing pages. I would recommend yahoo because you can usually find coupon codes online to get a free $100 credit. This is great for starting out because you can test more.

I feel that Adsense is the only good PPC program.

    My personal opinion is:

To find an offer and keywords to promote this offer is the hardest part! To optimize your campaigns, add new ad copies, kick out keywords which are worthless for profit, optimizing your landing page and all the things are compared to this "easy" (more or less...).

And it doesn't really matter if you are doing SEM (PPC), SEO, PPV or media buys....to choose a market and to find an offer is IMO the hardest part.

But okay, to give you some (helpful?) tips:
You could spy out some other affiliate offers in the SERPS. Who is selling/promoting which product? And which keyword have you used to find them on Google/Yahoo/Bing. Than you could make your own landing page, rotate this and some other offers and find some specific keywords (never use singlekeys! use phrases - go into the long tail searches and try to monetize them!).
Bidding low at the beginning helps you to survive longer but keep in mind that you probably need to spend twice of your budget to find a winning offer and keywords for this offer....

You might want to check out some PPC training courses like PPC-Coach or Affiliit.

If you're just starting out with a smaller budget, Affiliit might be what you're looking for as they seem to cater more towards that crowd. You can check out a http://www.affiliitreviewed.com, and get a discount code to reduce the membership cost for the first month.

Otherwise, PPC-Coach is a good program, but requires a little more upfront knowledge.
