If I have understood correct and you are trying to run a PTC( Pay to click) company, then you would need a ton of people and a ton of advertisers to succeed, most PTC sites turn to scam after a month, because they do not have money to pay the users, to make sure that you will succeed find advertisers first, never run ads that you are not paid for, from advertisers, just to show that your sit has ads, to attract users, or if you are running ads like that, pay for them with your own money.
