Starting own Mobile Pin Submit?

Hey guys, not sure if I got the right section, but I had a pretty decent idea on a mobile pin submit offer that i would want to start, offer would not be deceiving like many of the other ones, how would one get started in getting their own rebiller/working with a rebiller. Any suggestions or tips would be great, not asking to be spoon fed. Thanks really appreciate any tips.

Lots of PIN submit advertisers were pulled down by FTC since the end of last year, at least those based on Verizon.

Ya I did some more research and saw that today...Quit a shame, because I had a legitimate idea that I think that would do awesome...
