Starting first PBN: Are these metrics ok?

I think you already realized that metrics don't matter as much as the quality of the backlinks :) Metrics can always be manipulated, especially Moz's ones. Always check the backlinks, anchor text ratios, if the domain is still indexed and previous domain history. Regarding your current domain, those links seem too spammy for me, so I wouldn't use it. I hope you didn't spend a lot of money for buying the domain.

Once the domain has been brought and site set PBN set up is it best to have a 301 plugin that redirects all the broken backlinks to home page to send the juice too?

I think you need to look at the actual backlinks to decide that, with a tool such as Majestic or Ahrefs. If a lot of backlinks to inner pages have high TF/CF for example then yes, redirect them. But if all the links to internal pages are low TF/CF it might be better to just leave them as 404.
 
Metrics looks good, however I would recommend to use TF 15+ PBN only for safety reason.
 
You need to check also the history of the domain before you purchase it. I think you purchased a spammy or abused domain. Just try to disavow the spammy links.
 
Somewhat metrics looks good. But TF is not good. I think it's an average domain for PBN. Check backlinks and then go forward.
 
Looks good - if it has some juicy contextual links I woudl get it without thinking twice.
