Starting business as payment aggregator

I am talking to few payment providers who facilitates payment gateway, merchant accounts and payment processing.

All of them have different requirement to provide merchant account or payment gateway.

I am planning to become an aggregator or an agent for these guys so, I can provide payment gateway or merchant services myself

I spoke to nearly 75 who came first in Google Search for high risk and medium risk options, more than 50 seem like scam as they asked for setup fees and offered gateways registered on someone else's name, and wanted to talk only on TG so, those were out of list. Only got 2 companies who were interested but I would join them in sales only and payout would be after 2 months hold.

My confusion is, if I just want to be an aggregator for white hat/ grey hat high risk and medium risk businesses, what are my options to start providing merchant account or payment gateway services.

Is it necessary for a US merchant to do use payment provider in US or can I setup this service offshore as well and provide it to businesses worldwide?

Would be great help from the people who are experienced in payment industry.
 
Dodge scams and go offshore like Malta for high-risk gateways! Partner with legit processors, white-label, and negotiate residuals
 
You need a license, f. ex. VASP. Then you can deal with crypto. Not own tokens though. You could get card payment processing with this license tho, if you have a family member as bank manager :D.

Or get an EMI license and then find a bank who's subleasing their card processing to you. That's how high risk works: Go to Mongolia (just example) and tell them that you process $1 million per month and what you will process. Then you can offer to process payments for 3rd part's customers.

But the days are basically over. These high risk merchant accounts services are mostly scam as you said. And the ones that work are not really high risk. Like f.ex., who in 2025 calls a supplement store a high risk business.

Hello, i do need a high risk gateway. Can you recommend me some serious gateway ? I can even create a Malta company if needed. I do not have a track record history and will have a low volume early on, hope its still possible. Processing fees are not a problem

SAAS trial / rebill, grey hat. I try to avoid chargebacks by unsubscribing people when they ask for it (They really often ask for it as my service is not what they think it is and they don't expect for rebill; very little scammy niche )
 
If you want to become an aggregator or agent for high-risk/medium-risk merchants:

You can either:
  • Register as an ISO/MSP with a sponsor bank/acquirer (more control, but needs capital and compliance).
  • Act as a sub-agent/referral partner under existing ISOs (easier start, less control).
US merchants don’t have to use US payment providers, but US acquiring usually means faster payouts, lower decline rates, and fewer compliance issues.
Offshore acquiring works for very high-risk or niche merchants but often brings higher fees, rolling reserves, and reputational risks.

Coming straight from the source, I recommend having a solid team behind your name and a valid traffic source. Also, being able to accept "almost anyone" helps a lot

Seems like you are on the way to provide those services or already do that! Looks like speaking from the experience.

Is it necessary for a US merchant to use a payment provider in the US, or can I set up this service offshore and provide it to businesses worldwide? <--- Most processing companies will allow international, but it all depends on your relationships. For example, I have a few processing companies that only work with the USA, and then some that work internationally. Sometimes the rate and fees increase slightly, but if you can provide a good service with a headache-free solution, then it works out for both.

for a new malta based high risk gateway with low volume and no track record, try PayCly or WebPays both handle high risk well

Thanks a lot for your help ! It is easy to open a bank account for a new malta company as a foreigner ? Would you recommend some banks that doesn't require a big deposit (In or outside Malta, i heard that wise can cause problem)

Opening a Malta bank account for a new company as a foreigner can be tricky banks like BNF or MeDirect are solid, often needing just €500 or less deposit
Avoid Wise for corporate; try Revolut Business instead! :smirk:

Malta is a really open minded and friendly business. Not really to difficult to build some good setup. Best way ask some help with lawyer.
I speak as an European
 
Most people start by being a simple agent/reseller for established companies, learning the ropes, and building a client base before attempting to 'aggregate' on a larger scale.
But I don’t understand how someone can provide MID to anyone on the same account. He should to be border with the host bank
