But can we clarify something? In the thread titles you say "network" but in the post you refer to it as a "program"
There are plenty of ways to setup programs, and for fairly reasonable prices. Creating a network is much more complicated, not saying it cant be done.
If your setting up a program wherein affiliates will just go out an find leads for your client (one client) then do a Google search to find networks and sign him up as an advertiser. or something like shareasale + maybe hire an affiliate manager to recruit...there are many many ways to set-up a program. Many of which you could find by searching the forums here.
If you're setting up a network wherein your client is looking to sponsor others advertisers looking for DUI leads, you will need to implement a tracking system which may run you $xxx - $x,xxx a month to operate. if you're just starting small and bootstrapping i recommend trying postaffilaitepro (disclaimer: I am in no way affiliated with the service) they have some really good plans for around $100 a month.
Hopefully that gives you an idea. Clarifying "program" and "network" may help you get some responses here.
But, If you truly are looking to begin a network. Do your homework, read a book on affiliate management. It is some complicated stuff. Don't let "high price/barrier to entry" talk stop you. No one ever create a successful network thinking like that so don't listen to it.
