How much do you have to invest? "Tips" aren't going to get this done, it's an involved business model which takes a decent amount of setup, money, and intelligence.

You can habe some basic info after going through there website. If you can get any reference in the top management, you may get more info.

Wow $10,000 sounds like more than enough to start up. GOOGLE GOOGLE GOOLE my friend. All the answers are there and you could also steal there script and try to figure out how they do it. Your going to need lots of servers and might even need a deal with a major mobile company to get the contacts.
10-15 thousand is not going to be enough.
