Starting a PPC/ Survey Site

Hello, I'm going to create My Survery site , some of The best Known examples of These are:
Prize Rebel
Points2shop
Cashle

Now , I want to create My own , and I'm only 17 ; so I Know allot of People who would be after This , Wanting Free Xbox Games and so on. I've come up with My Plan and through of a Domain. But my problem is the Site Code , Most of these sites feature nearly automatic Survery completition and have Referal Systems.

Will I have to Freelance the Software out?

Here are My Sales Targets:
1 Month - 10 Registered Users ( 5 Offers Completed.)
2 Months - 100 Registered Users (110 Offers completed.)
6 Months - 1000 Registered Users ( 950 Offers completed.)
12 Month - 5000 Registered Users ( 4500 Offers Completed.)

I think these Targets could be done very easily , as I have access to allot of Teenagers and Kind , who would do anythink to Get some Free PS3/Xbox 360 Games.

All the surverys will done Through a CPA Network ( I Haven't decided yet , but gearing more towards Adscmedia.)

I Just need your Imput on the Coding side , and wether you think the targets are achievable.

what script are you using?

you can get a lot of members but getting them to complete offers will be hard. I used to own a site. It's much better to get a script and get a good custom design
