Hi ,
i'm going to start a new website useing wordpress , the keywords have a low competition , i wanted to know if you guys could tell me what plugins to use for seo . And what methods to use to make my website rank in the top of the search pages , i mean should i use the link wheel method or some other stuff ...

Good list. I would also advice a few more like 404 redirected and a few others. Check penguinboxseo for a complete list. They made a good list of good plugins.
 
First and foremost use a good theme. There are a few themes out there that handle a lot of the SEO work.
 
Cache themes speed up sites, but they can also play havoc with other plugins. For new sites, I wouldn't use cache at all even though there is an argument to say that Google looks at this the loading time as one of the deciding metrics on the first pop (when your site first gets indexed and starts dancing). You would be surprised how slow the average website loads (you can check here: http://www.vertain.com/?sst ).

Choosing a decent host will make a bigger difference to load time anyway.

I quite http://easywpseoplugin.com/ which is much better than seopressor and is cheaper too. I own both. It's for checking onpage SEO, don't go crazy with it though, "more" is not necessarily better!
 
Choose a good and clean theme like Thesis. After that make sure you optimize your website speed.

Sociable - adds you social media links, this help you to social signals
W3-total-cache - you can use this to optimize your website's speed and many more
WP smushit - helps you to reduce the size of images
Contact-Form7 - for better look of your website and to make your website look more legit
Social Media widget - adds you widget in sidebar with facebook and other important social media pages

Ditto for the Thesis theme. It's built from the ground up mainly for SEO purposes, fully customizable and very good support/forum.
