What I do on my sites is I offer people free stuff - but not just unuseful stuff, but really something they can find helpful (like a good ebook for example), and only after they get my stuff I ask them to leave their email address
8k is nothing to spend on a dating sites, it's so hard to get started you need a lot more than that.
Anyone setting up fake profiles should be doing them automatically not paying someone to do it, you can easily create 1000s profiles using something like fakenamegenerator.com
Also it's pointless setting up a generic dating site today unless your budget is huge and you have a unique angle, you need to go super niche and local then slowly expand
I wouldn't want to get into building and maintaining a dating site, mostly because spam will be hard to deal with, but if you are up for the challenge, the most obvious thing to do is use the FREE Dating Site model. Never charge to send messages, but charge for upgrades. People will only pay for upgrades if it benefits them, such as knowing if sent messages have been read or deleted. I cannot tell you how many times I have signed up for a dating site only to find out I had to pay to send messages. I deleted every one of those accounts.
If you actually build the site from scratch you should have no problem inserting fake objects in your database. Ignore the amateur responses that suggest you use some 3rd party generator. None of those are going to provide you with anything legit.
You could scrape other sites for pics and data and then just insert each as an object. It's that simple.
