I have about 20m+ impressions per day and wanted to start my own CPM based advertising plateform. Can anybody help me where to start

I am having a hard time believing you that. If you really had those much you won't be here asking for where to start...

Yes thats the issue.. I am working as publisher but now i want to start my own but can't understand where to start.
