Who told you SMM services are banned in India?
Very simplistic way of probability...
If he does it twice the chance actually is 25%, then third time only 12.5%
So do it many times and overall the percentage of anything happening will go down...

Well... that's the beauty of probabilities, there is always a small chance to happen something even if it is only 0.00001% it is still a chance and we will say that it was a surprise.
