Yep it is helpful for tier link building process,but more number of links can't be a worth factor..though content depends on quality and it should be most relevant to your niche and unique..

Of course, you can use spun content on tier- 2 , tier -3 links

Personally I think if you use spun content on Tier 1 then you're nuts.

Use Spun Content In Tier 2 And Tier 3, It Is Better If You Use Unique And Quality Content In Tier 1.
