Just as a note, if you're looking to spoof ad views, take a look at browserstack. It's a little expensive and i've yet to think of a way to make it work for me, but, if you think about like this, you might be able to take this idea to the next level.
The emulators for the tool are clearly rendering CSS and JS - to prove it, sign up for free, do a test on your website (with GA installed which runs on JS), and watch the live visitors count jump.
With that in mind, take into account that for each instance, it spins up new VMs to perform these tests (and then destroys them), meaning it's got a HUGE pool of IPs to cycle through, which means each test could be a unique view = CPV money.
