It's not. I have few websites with Ahrefs DR from 40-60 with around 200 referring domains each.
I don't exactly know on what it's based, but Ahrefs have their own algorithm of measuring websites quality
Out of 800 refs. Domain and 60%+ ******** links still the DR below 30. It's a clear indication majority of the links are not passing any value to the domain. Generally, I skipped this type of domain because there is a chance to have toxic links as well. As OP claimed, all links are manually built, but you never know. I have a website that has DR 32 with 47 refs. domain only. I agreed that AHREFS has its own algorithm, and this is what we prefer to check. The algorithm is not changed for a particular website.
OP, you can charge whatever you want. End of the day, people will pay based on the traffic and overall metrics. Good luck.
