if you are not going to give ANY value to the viewers, you end up with few views or zero views. think about software that draw your story, like videoscribe. but also, you may need a decent voiceover
But since this morning I've been thinking about niche for white board videos channel...

that's really good idea, but keep in mind,whiteboard animation really takes time to make it engaging.
Hmmm.... Yeah. Can I take news video clips and do voice over ? Or can I take some celebrities clips and do voice over?m will it get monetised?

It's tricky. if you are using other content to make content, you will need to make a decent quality content otherwise, you will get demonetised OR copyrighted. so always try to use youtube fair use policy before doing anything. Plenty of channels are doing this so you can do it too.

You should read it, and watch youtube about this. It's tricky and I don't suggest to do it as you are new to the Youtube. but It may help You.

Its easy to make conspiracy video with stock pic, animation,videos and voice over with nice script but I won't encourage it for political niche go with funny facts,ghosty videos

Don't only prefer in speaking English. Other than that make your viewers to be engaged with the activities you prefer. It will be good to get some viewers
