Why can't I change the ad spending limit on Facebook? I've already changed it in settings but it only goes up to $50.

If you spend and let FB automatically pay, your account limit will automatically increase. However, it is recommended to rent or buy an agency account capped at $250, $1500 or unlimited
 
For new advertising accounts, Facebook makes limits to avoid fraud by new users. Keep up the good work. The more you spend on advertising, the more Facebook trusts you and gradually increases the advertising limit.
 
Only regular consumption can raise the threshold
