Hey guys. I am attacking a certain niche right now for my mobile websites business. You guys think I should send an email to the director or webmaster?

Personally I would always try to go for the director of the company.

The owner.

Send them an email with a picture you took from you phone of their website on it. Say: "I tried to access your website on my iPhone and this is what it looks like. I can help you fix this MAJOR issue with your website - call me:"

I agree with the others. I wouldn't recommend contacting the webmaster for this. Not only they usually CAN'T make the final call, but they might trash your email or even steal your idea, take the credit and present it directly to the owner.
