Spammy site with 3 links on page 1 :(

That spammy site is just a active for 1 month, and has a lot of keywords and some of them are used on my end. I don't see a site drop when checking the search console. The pages which he used are scraped info, and its really looking too messy. I can not understand that google is accepting such sites to getting indexed. Also, he got 600k visitor just in one month, for 1 country only. Seeing also a lot of ads from google, think he wants to earn with Adsense?
How can I beat him to get my positions back on some keywords?

If it’s a new site and it’s spammy I’d do nothing. It’s probably dancing/fluctuating.

By the way, you can report parasite pages one at a time to Google at https://developers.google.com/search/docs/advanced/guidelines/report-spam
It might not boost your own rankings (as people could cheat), but it helps improve their detection of spammy pages, maybe even for the niche. Just don't report non-spam/phising sites.
