You can use tools like GSC, Ahrefs, and SEMrush to find your website's toxic spam backlinks. Export all your backlinks using these tools and sort out the links that meet the criteria like links from irrelevant articles, spam comments, new domains, link networks, site wide links, and non indexed articles are considered spam. Upload those exported backlinks in the search console to disavow links.

No free tools are available for downloading a complete list of external backlinks other than Google Search Console (GSC). You can log in to your GSC account, export all the external links pointing to your website, and then sort out the spammy links based on factors such as link type, spammy keywords, links from low-authority domains, footer, site-wide links, etc. Afterward, you can submit these links to the disavow tool to remove them.
