As with everything, I would use alt tags within reason. It may work now or not. It may get you a penalty or not depending on how the algorithms change. Maybe try to write a description for your image that would contain several of the keywords you're targeting. Don't make it look more spammy that it has to be.

Keyword stuffing is always (potentially) bad regardless of whether it's in alt tags or any other text on the page.
Think about it the same as general keyword density in the overall context of the page/article. Alt tags are basically just one more place that text exists.

Given alt tags are supposed to help blind people using screen readers to access your site, you may find a manual reviewer looks more gravely at this abuse than other keyword stuffing. More to the point, will it actually help your site? I'm not convinced it will give you the boost you're looking for.

Don't stuff keywords in alt-tags. You don't want Google to give that impression as spamming because Google hates that. Your alt tag should aim to describe what the image is. Keywords used must be relevant to the image.

Even if you spam your title tag with keywords it would not help you that much in on-page SEO, better use of alt tag is to properly name your images
