Hello guys ! I found a site on #1 PR that has 2.304.247.125 Backlinks (SPAM).

If I report it, is there any possibility of him be penalized?

Likely that site got negative SEO'd, nobody wants 2 million links. If it's going to get penalized it won't happen till the next update.
