Spammed domain has high TF and low CF

Found a domain with the following metrics:

Root: 13/7 tf/cf, with 2889 backlinks across 46 domains and 42 ips/subnets
WWW: 23/17 tf/cf, with 23 backlinks across 11 domains and 7 ips/subnets

Link profile on WWW is totally clean, and it looks like the root originally was as well until some one picked it up last year and spammed it with a bunch of forum links, mostly accounting. My question is how it wound up with those majestics with that kind of spam. Shouldn't the TF be at a very poor ratio compared to CF (which it would seem should be higher too)?

Any value at all with a domain like this? I got it for $5 thrown in with some other domains. Test it out by sending a link to something random and see how it moves that page?
 
when you spam a domain TF shoots up first before it drops to almost zero some time later. I dont know why but observed that many times. This domain is probably worthless. It has a reason that this guy raped it with spam links and then threw it away. He does not like it anymore. Guess why

Get a clean domain. Yes it was just $5 but to make it work you will have to invest time for content etc. Waste of ressources
 
If it reindexes I was thinking it could at least work as a Tier 2 for one of my clean PBNs, but it's probably safest to just forgot about it I guess.
