Spam Link Attack and What to Kick Back?

Hello buddies, I've noticed someone is attacking our site with spam links, I know who it might be.
I have got the majority of these unnatural incoming links disavowed,
most are no-follow
some do-follow with shitty irrelevant weird anchor text

My questions are...
Do spammy no-follow links matter?
And what to do with such a moron that scrapes and spins our content and now creates us Spam links?

Nofollow would not index soon , just remove them , its not an big deal if its nofollow !

Track their ips and block them from your web hosting. Also report links to google.
