I'm a mailer and I have never seen a CPA network that doesn't allow email traffic

Post a honeypot email on some public sites, blast them with xrumer.

Open your email a couple days later and you'll find 2 billion spam messages.

Open the messages and see who their CPA providers are. Profit.
