Risky in what way? I'm genuinely curious.

To me, it seems like this would involve buying some reddit accounts and then posting spam with them and/or promoting the spam with some purchased accounts. If the accounts get banned, you buy more. Where's the risk beyond the amount spent on the accounts?

Then OP just needs to buy accounts. He is talking about comments. And due to the risk of getting banned, it would be very pricely.
 
Providing services for posts/comments is very risky for the provider as they can very easily lose account by sharing flagged content, this will not be easy to find. Best you can do is buy accounts and create (or hire someone to create) a script to spam your comments for you.
