Spam attack from bogus site?

I have money site in competitive category with a lot of SEOs in top positions. For last week I have been getting many backlink showing up in Search Console from theperfectposition.info - this is zero content site as far as I see, and I cannot find or see any links to my site. Is this spam attack? It's over 650+ links now and growing. So far my traffic has not been impacted but it may be too soon for negative results to be shown. If this is harmful I could disavow before anything gets impacted? Any insights are helpful.

I use no outsourced SEO on this money site. All built through my own labors white hat techniques. So I ask again any insight or have seen similar situation?
