Detection wise you are certainly right, but detection doesn't mean they can fix it. Why? Google needs to minimize collateral damage. Take PBNs as an example. There are tons of legitimate owner changes, repurposed and revived domains not related to PBNs at all. So even if Google can easily find out if a domain expired or dropped, it doesn't mean they can devalue all those domains.

It's not about detection, but separating the "good guys" from the "bad guys". So, BH SEO will certainly require more effort, but never die.
