Reason I'm asking is there something like SEOclerks, but for website design
is cause there you can set your own price for a service over there, unlike fiverr.

I'm a web designer - front end developer and would really love to use that in a marketplace like that and offer my skills.

Allthough this is not what you are looking for, but have you tried envato? Graphicsriver / themeforest should be good for you. A couple of friends of mine are earning handsome there and they are great photoshop artists.

Thanks and yes I'm familiar with Envato and that kind of marketplaces, it's not exactly what i'm looking for but the problem is the percentage that goes to the seller is around 30-40%.

if you are serious about this, go to webdesign forums and ask questions regarding coding issues you come across, that's the best way to learn.

True but they have thousands of sellers who are okay with that because those sellers know they would never get nearly as much traffic or sales if they listed products on their own websites.

Try guru instead. Better projects and better people. Freelancer.com kinda sucks these days. It used be great a few years back.
