I have one million likes on my page. But my posts are reaching between 20k to 50k people.
Maximum of 1k likes per post.

In the other hand, I am seeing other pages with same amount of likes and they're receiving more than 20k likes per post and tons of shares.
Their reach seems to be awesome.

Why do I have that low reach? What the other pages are doing different?
My page was never considered as "dead", I have always posted content into it.
I never spammed with my page, I never even posted external links!

I just don't get it.

I can't get it too..
I've tried various theories and tests, but nothing gave me an answer of how facebook works, sometimes I think it's random.. :(

this is toughest question buddy... god knows how facebook pages work... even i have been wondering with these question and no mt of online search seems to help... I even took advise from frnds who are pro in this but even they cant understand... hope u find an answer

Facebook demand money to show your post to all followers. Otherwise it will only show 10-20%

It's neither the money nor some tricks that FB needs. It's all explained by the design of News feed column. Most of the people have many friends who post status updates, upload pics and do other stuff. This occupies most of the part of that small page. Then there are other pages which people have liked, so you got to compete with all of them, and whoever wins achieve the position in that particular person's profile.

Then there is FB here trying to help pages who post quality content, and is read and shared by people to be posted in their news feed. If you say you got a quality page, then it doesn't really mean a person who liked it is really interested in it, if he liked it once and never came back, why would FB show your posts in his new feed? It's all there when you think about it as it exists and accept it that way. Neither is FB greedy for money, and neither are they effected by pages losing their reach, after all pages are just one minor feature of FB. People visit FB to know about their friend's life, and that's one thing it is doing perfectly since it launched.

So, quit whining and posting such threads and do something that will help you in FB or you need to switch method.

Not sure about what you post, but have to tried engaging your users more? Sometimes when there is more engagement on the posts facebook will increase the reach of that post so if you manage to get the users that see your posts to ideally comment on that post it could help. Try asking questions, or starting a little debate on whether they like this or that, like or dislike something and so on. It can be done with images too for example make a collage or several images and tell them to choose witch one they like best.

I've heard that you users engage your posts, your reach will become bigger, and the other way around. Don't know how true this is as my pages are pretty small.

I guess he said it all in a diplomatic way.
In Short Facebook just want owner to use fb ad's to increase reach so there activity could go up with organic and paid reach.
