With regards to the site, $650 for that site is crazy good deal, I'd charge £3,500 - 5k for a site like that, that's a lot of work, I'd try and bulk up the cost.

Have you heard of a program called HtTrack? Not sure if I can link it, it downloads websites for you.

If not, I'd look on Upwork and pay a cheap Dev fellow to do the site for $200-300.
