Someone spammed my website with low quality links (porn, virus, etc anchors) . The website is still up in Google and doesn't seem to have been affected by this, however, I'd like to have them removed . Is there any service on BHW that can compile a list of all the bad backlinks (spam) to be uploaded for Disavow on Google Webmaster ?

There are link cleansing services on the marketplace. But if this is a legit site of yours, add it to GWT and disavow those links.
It takes weeks for their penalties to kick in, so if this blast was recent you won't know until a few days from now.

create a gogle webmaster account, get all the links from there, see what are the bad ones and add them to the disavow tool, you should do this manually if you care about your site, some services might be good ,but if you get the wrong one they might also disavow good links..

You can compile the list of bad links yourself.
Export all the links using ahrefs. Select and copy those with bad anchors and disavow them using webmasters tool.

I think a lot of these negative link building campaigns, and even cheap link building campaigns have been reevaluated by Google. A lot of the times these low quality links won't even show up in Google Search Console, but all the 3rd part crawlers will find them. If they don't show up in Search Console, do they have any negative or positive effect?

you must disavow low quality links. try free disavow tools its 15 min work. 
I ended up submitting the Disavow File with a bit over 2k spam links . It was somewhat easy to build the file since the spam came in bulk and it was easy to pick out all the bad backlinks, hopefully this spam won't affect my website since it is doing great at the moment .
