Someone is copying my website, what can i do about it ?

Your main anxiety about the whole issue seems to be whether to build links or not. You are in some sort of dilemma - build links, rank better, and risk getting penalised; avoid building links and watch someone else overtake you and make more money than you do from your original idea.
My advice: Build links and solidify your rankings and earnings. There are link building methods that don't carry much risk. A good example is your own PBN.

Thanks for the reply SEO power, i am leaning toward your suggestion but i guess i am hoping for someone to give me some other good news where i am not forced to do backlinks in order to outrank someone that is STEALING my idea.
You would think as much money as google makes from adsense they would be able to afford few hundred employees that could ACTUALLY investigate when a webmaster reports that someone is copying their website or having shady backlinks.
It would literally take a real human less then 5 minutes to investigate my situation and realize this guy is copying my website. Just look when my site was created when this new site was created realize that domain is litearlly the same as mine, all the pages and site layout is very simillar and the site is going for same keywords as mine. Having those two sites doesnt bring creativity to google or search engin users so why should they allow the site to outrank me.
Also it would be easy to see that after 3 months this site is getting 56 backlinks for one page...yah ok clearly obvious something fishy is going on with it.
