And in my faceoboks ads account I see that 11 leads has been created. but when I go to their affiliate dashboard and i see only 2
My client had the same problem as you, check your site's dashboard or stats
 
I think it's a fake click or virtual click.
 
You should check the control panel again, most likely it was a virtual mouse click.
 
FB pixel is probably misconfigured and counting other events as leads
 
If you can contact support, they will definitely help.
 
Some reasons I can know are:
1. because the "leads" of facebook ads and your page are not calculated the same: for example, fb counts a click as 1 lead, but your page counts by the steps after the click
2. maybe because 1 person clicks many times, and when you check, the number of leads is less because of the duplication from that user

Honestly, and as pointed out by the others, it could be a whole host of reasons why there's a discrepancy. Hard to guess exactly why that is without some extra info, for most parts.

So how can I manage the budget properly if facebook writing to me 18 leads and in the dashboard i got only 8.
and facebook charges me tons of money per lead. so like I'm kinda losing money without controling it.
 
I have encountered this issue before, the problem is that your pixel count in ads manager is wrong
 
This kind of problem is not uncommon. It may be a virtual click. Not only Facebook has this problem, but Google also has it.
