Those number of clicks are not enough even for testing.

You need to eliminate bot and irrelevant geo traffic aggressively and direct the remaining clicks to a perfectly optimized, high-converting funnel. At that volume, even a slight positive ROI is a success; it's a volume game.
 
Pop is still a goldmine for Sweepstakes and iGaming, but with 4k clicks you're mostly just collecting data. You'll likely need to burn through 10k-20k clicks just to build a solid blacklist before you see a positive ROI.

I’m still learning, but from what I see yes, it’s possible, but not easy.
With pop traffic, most of it is low intent, so filtering (GEO, device, browser, etc.) is everything. Without that, ROI is usually negative.
