im looking into how to make a private blog network today. if someone could help me with a few of these questions, i would appreciate it.

does a private blog network consist of a bunch of blogger blogs or is it a mix of blogger/web 2.0/social bookmarks and whatever else?

    3. Host all blogs in different c class, B Class, A Class ips.
could you explain this? when i create each blog, i should use different IP's?

    6. Do not give backlinks to a single website from all your blog networks.
put more than 1 outbound link on each blog or dont put and outbound link of the same site on every blog in my network?

    12. Do not give outbound link more than 5 in home page of your blogs.
do not put more than 5 outbound links on each page of each blog in the network?

    16. used mixed PR combination of backlinks to each blogs from N/A to 10.
this is referring for when i backlink each of my blogs in the private network or something else?

Those are great tips and pretty much as safe as you are going to get. Just keep in mind, if you advertise your network to the public, you are going to eventually invite the boogle man in.. :p

Good suggestions. I'm considering setting up my own blog network specifically just for backlinks in the future, so will have to bear in mind some of these suggestions.

    A few more:

    1. Use appropriate stock photos and videos.
    2. Limit the number of posts per blog per day.
    3. Link to authority sites like wiki and cnn.
    4. Banner ads to make sites look legitimate
    5. Limited OBL (10-20 per site)
