1st qwestion :did PPD (pay per download)mean just link locker?
2cnd :did link locker best way for earn ? or file manger or content locker ?

Adnooka is content locking network, which offer link locking and other options. You should test things out yourself, because it's individual. Pick the option that suits you best or just test them all out and see which brings the traffic and converts better.
