Some noob questions

Hi,
So I came across this website today and after reading countless amounts of threads, I decided to sign up, but I am confused.

Firstly, what is a CPA? What does it do and what does it mean?
Next, I read that people set up websites with CPA links in which they earn money from. How does this work? How can I set this up? Is there any in-depth tutorial guides? (noob friendly of course).

It's a whole section about CPA, and at the very top of the page is this:
CPA is an acronym for Cost per Action and refers to "ads" that are sold on the basis that money is only given when a certain action occurs because of the ad. A CPA ad could be one in which a publisher gets paid for people that click thru an ad and sign up for a newsletter or enter a contest or fill out a form for more information on a product. Many consider direct sales or Cost Per Sale ads, and CPC ads to also be a form of CPA. But CPA usually refers to being paid for leads, sign ups, and so on.

So the above answers your first question and by taking some time to read, you'll answer your second question.
