some method of letting the comment at the top?

You may have been shadow banned....you see comments but they're automatically demoted publicly when you're not logged in and you clear cookies.

Google has made a big change to their algorithm a few weeks back. If you don't know what you're doing, it's much harder to spam and get comments to the top, if you do know what you're doing, it's much easier.
You are probably commenting and then voting the comment up from the same IP, which they recognize and ghost the comment or the likes hold no weight. You need unique IPs and different accounts to do it properly.
