Just forget it and move on. In the time you flagging 1 stolen video, another 10 will be stolen. it happens all time, you can do nothing. Just feel pride - if your vid stolen - it's good enought to be stolen.

If I found one of these in one of my YouTube accounts, I would laugh as would many other people. Who they going to take to court, some random username?
Most people who copy YouTube videos also could not care less about watermarks, and I do not see why anyone would care about someone copying their video. What exactly is the big deal?

It's happend all the time on Youtube. You can do anything about it, except minimize loss by adding watermark with your logo or url. You can of course flag or report someone, but if you have more videos it's becoming impossible to delete all videos that someone stole from you - there will be to many of them.
