There are some countries that are not taxed at all, and some countries have taxes, you need to add a tax code to the account information.

Where to provide business tax code? Do you have to add any tax code to avoid tax?

Could be worth a shot but then, you'd rather pay the fee than take a massive hit on your reach. That said, it's a good thing you worked around that tax fee thing! This might prove of value to other users who might be hitting a similar hurdle.
