are the seller create his own email list on the expense affliate promoting it
or they got do a follow up for those promoting their products?

Both.

This is a very smart move instead of selling them directly if they have their email id, they can follow up as well as promote their other products (which they don't sell on clickbank).

so tactically the seller collect the email for his/her email list than But will they follow up " that is your clickbank id to promote ? " or never?

i basically don't prefer to promote like that products, vendors scam most of the time :)

Some sellers create their own e-mail list with customers, and keep promoting new products. These are the upsells you won't see & will never find out. They don't make much profits from clickbank but this e-mail list becomes their main source of income.

Some sellers even cancel the order before purchase and send an e-mail to the customer with a higher discount. This will help them avoid affiliate commissions. There are many blackhat techniques sellers apply but we generally don't talk about them here.

Side note how about those products , kinda weird they put
Avg $/sale
N/A*

??? What it means? while u search for products some stated this

Personally, I will never promote a CB vendor offer where there is EVER an email signup present on the landing page....they are purely looking for FREE TRAFFIC and are not credible vendors.

There is also a sneaky "temporary suspended affiliate" screen that you sometimes see whereby CB will block the affiliate but invite the visitor over to the vendor landing page :(

hmm I don't understand the 2nd comment you claim bro, " what temporary suspended affliate " screen

They are basically scamming affiliates, CB dont give a damn about it. Its better to create own product and promote it. Investing time and money on someone else product, its not worth it. I am talking about CB type products like guides and all that.
