A spammed page with 4000 Comments is more valuable than a non=spammed page with 5 comments
Public proxies work. But they can be flagged as being exactly that, a 'proxy' and thus the success rate might be lower. Or, actually, I think it is more due to the fact that other people are using these public ones for the same purpose as you and getting them black listed also.
Private proxies, are much better.

Well usually I get atleast 50% success with any list using private proxies...
And with public even using a list I get like 90% success with private with the public ones I would get like 20 % MAXIMUM!

I would suggest Public+private for scraping/Private for posting/No Proxy for Link Checker/Private preffered for google PR check!
