SOLUTION to Google Penguin FOUND

I must say this is wishful thinking. Come on be real do you really think that?

It's really difficult to think that GOOG is willing to sacrifice profit for the sake of bringing blackhatters down... They have a lot of money pouring into the company from the financial sectors and have a duty to uphold to their shareholders. Failure to do so will cause an outpouring of money from said sector.

Regardless, for people whom are reliant on income from their websites, it's difficult to sit by for 1, let alone 3 months to see if the sites come back. It would be more worth it to launch another website with the same content and start anew. You may actually be able to start ranking before the end of the first month.

The new Google makes more sense then ever. This is how it is thought. The public setting a website are normal, they don't play blackhat (they don't even know what it is). They pay someone for a site and put what they want in there. They don't know what is a backlink. But time to time, they interact with another site putting their link there. They have a backlink.

So it is quiet easy for google to figure out what's OK and what's fishy.
If {search engine} visits site {A} and site {A} shows {backlinks X 0.005} or less than last visit then site {A} is OK. If {content} is updated since last visit then site {A} is {SERP +1}. If {backlinks X 0.005} or more than last visit then site {A} makes unnatural backlink, site {A} is not OK and {SERP - 10}.
That's the idea.

My conclusion from my/our situation: Google is actually punishing over-optimised sites like they said, while favouring sites that aren't very well optimised.

This is exactly what I'm seeing, as well as above-the-fold analysis has been taken to a new level.

This CAN go back to what the OP was saying though. A lot of people that hired SEO companies, which optimized their sites/content, have been hit by this update. Which further solidfies the fact that Google doesn't want "SEO" tools or companies to help clients rank well.

They are trying to "level the playing field", which is causing a shitstorm in the SEO community. Clients are quitting/firing their SEO companies/services for the wrong reasons, which is exactly what Google wants to see happening.

Flip the rules upside, and have the communities integrity questioned, helping to further reduce the "gamed" results now and well into the future.

Except this ONLY works on information that changes or updates. and does NOT work on any information that is long standing or historical.
An engine has to be able to rank both of these well.
Updated content on say, Ann Frank's Diary, will not be of any value whatsoever... and may be of negative value.

Google's algorithm if following this plan was also poorly implemented.... as high volumes of immediate spam without any blogposts/updates will rank a site very well, for awhile.

yes, cool.
I my view, we should do something such as diversify backlinks, dilute major anchor text link and something tiny.
We are not google, we can not control it. We will back to top page in months.

IMPORTANT:
GOOGLE'S ALGORITHM CAN NOT BE PERFECT IN THE NEXT 10 YEARS, WE KNOW THAT, SO DOES GOOGLE. GOOGLE CAN NOT INSURE THE PENALIZED SITE IS BAD OR WORTHLESS.

So even we do nothing, we will back too for keep blackhat and blackhat.

Well, avoid using anchor text with the same keyword on page as well off page and have quality content on your site and check for spam site for backlinking.

I don't know I have only 16 backlinks to my site, it's a testing site just for test and 7 blog post. Targeting 20 keywords and doing everything whitehat... 13 keywords are with in 10 pages of google...
and also I see some serp increase from 78 to 45 for one keyword
