Software That Emulates Cell Phones

A while back I remember a sales thread for a software being sold on BHW that was very interesting. It allowed the user to mimic a real cell phone and I believe download and install thousands of apps to boost the chrome app store and other things.

This gave a unique IMEA and cell phone footprint that fooled Google in to thinking the app was being installed and used by genuine cell phones.

I have an idea that came from this product and wondered if there is a tool that is out there (or this one I can't seem to remember) that can fool Google still?

Anyone know the tool that I'm thinking of or know of a similar tool? It was a desktop software sold in the Marketplace.

That's would be interesting for me too! As an additional feature would be crazy if software would have proxy support!
