Is there a better software/tool for sending bulk DMs on Instagram than Jarvee? It is a good complete package, but I am sure there are some other tools wich are specialist for it or are simply better when it comes to them.

This is actually not a bad idea. I mean I already knew that, but in this case it would be even profitable, thanks.
 
Public bots are generally a mess, stop working soon enough and hard to understand.
The best way as recommended above would be to get a custom bot developed that works exactly as per your requirements.
 
Where you can find developer for personal bots except fiverr?
 
You'd better get your own thing or hire someone to do the sending for you I guess, I agree anything public will turn problematic soon enough.

You could of course get a custom bot build for you to send bulk DMs. Try posting in "want to buy" or "hire a freelancer"
